In terms of quantity and variety of mineral resources, Kazakhstan occupies one of the leading places in the world.
Based on explored reserves, a powerful oil and gas, uranium and coal industries, industries for the extraction and processing of ores of ferrous, non-ferrous and precious metals, various types of non-metallic minerals have been created.
The mineral resource complex is of strategic importance for the country, as it accounts for up to 70% of GDP and most of the foreign exchange earnings. Kazakhstan is a major exporter of energy raw materials, ferrous, non-ferrous and precious metals.
In recent years, there has been a growing tendency of non-replenishment of recoverable reserves in the context of insufficient volumes of geological exploration, a decrease in their total number and a deterioration in their quality.
The volume of recoverable reserves for many priority types of minerals significantly exceeds their growth from exploration. It should be noted that since the 1970s, the increase in resources has been achieved mainly at the expense of known deposits, species, and prospective areas.
Considering this fact, the territory of Kazakhstan is still perspective for the identification of new deposits of valuable, non-ferrous, ferrous and rare metals and has all the potential to develop the mineral and raw material base of the country.
In July 2018, a conceptually new Code "On Subsoil and Subsoil Use" (hereinafter the Code on Subsoil) came into force in Kazakhstan. The innovations of the Subsoil Code are the simplification of the granting of subsoil use rights by analogy with the Australian model through the introduction of a licensing procedure based on the principle of "First come, first received" and the transition to an international procedure for estimation of reserves.
According to this Code, the right of subsurface use is granted to subsurface areas for exploration and extraction of solid minerals provided for by the State Subsoil Fund Management Program (hereinafter SSFMP).
In accordance with the instruction of the President of the Republic of Kazakhstan, K-Zh.K. Tokayev, in August this year, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan opened most part of the country's territory for the possibility of issuing a license for exploration of solid minerals by making changes and additions to the SSFMP. Acceptance of applications for obtaining licenses for exploration in these areas will start on October 17, 2022.
